Central government employees who want to travel to the Andaman Islands under LTC will only be reimbursed for the public mode of transport used. For example, if you are entitled to travel by train and you are posted in Uttar Pradesh, then you should travel to Chennai by train. From Chennai, you can take a flight to Port Blair. The air tickets must be booked either from the website of Air India, M/s Balmer Lawrie & Co. Ltd, M/s Ashok Tours & Travels Ltd, or the IRCTC. If you have declared that you are visiting Havelock Island, then in addition to the above-mentioned travel, you will be reimbursed for Government ferry tickets from Port Blair to Havelock and back. If you have declared that you are visiting Diglipur, then you must travel to Diglipur from Port Blair by STS Bus.
The LTC scheme does not cover incidental expenses and the cost of local travel/siteseing.
There are many mischevious travel agents who promise to provide 'Andaman LTC Package' in such a way that one can get reimbursed for the entire tour package including local sightseeing and accommodation. Avoid those agents as they book tickets that are considerably cheaper than LTC-80 fares, then edit the tickets to make the fare equal to LTC-80 fares and provide a package in the difference. Central Government has strictly warned against these kinds of practices. Tickets will be randomly checked and if any employee is found to be using these services, he/she may lose his.her job.
Thus, it is advisable to book a standard low-budget package and accept reimbursement of air tickets only and if possible travel travel to Havelock and Neil Island by Government ferry. Leave Travel Concession (LTC) is provided to central government employees to visit their home town and travel to various parts of the country. LTC is allowed for travel to home town twice in a block of 4 years. One of these visits can be substituted for "All India Travel". You can utilize this for your Andaman LTC Tour. Conditions to claim LTC are as follows
# LTC to Home Town is allowed to fresh recruits on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to fresh recruits only for the first two blocks of four years afier joining the Government service for the first time.
# If the return journey is performed before the date of retirement, retiring government employees are eligible to receive LTC as per their entitlement. LTC is not allowed after retirement. Therefore, plan your Andaman LTC tour before retirement
# Travel on LTC must be undertaken in the entitled class by a Government servant in a public/Government vehicle.
# On LTC, private transport cannot be used. However, where there is no public transportation available, assistance shall be provided for private transport if an Appropriate Authority certifies that no other public/government mode of transportation is available for that particular stretch of journey and that these modes operate on a regular basis from point to point with the specific approval of the State Governments/Transport authorities concerned and are authorised to ply as public carriers.
# A Government servant may travel by LTC to the nearest airport/railway station by authorized mode of transportation and then complete the rest of the trip by 'own arrangement' (such as a personal vehicle or private taxi). He may be reimbursed for the fare until the last part of the journey where he has used an authorised vehicle, if public transportation is already available in that part. This will be subject to the undertaking from the Government employee that, he has actually travelled to the declared place of visit. He/she is not claiming reimbursement for the portion of the trip that was completed in a private vehicle.
For Andaman LTC Tour Package, it is generally advised to travel to Havelock and Neil Island by Government ferry but you should also know that the tickets for Government ferry is limited and issued just before 2 days of travel on first come first serve basis and there are good chance that you may not get tickets. It is advisable to be ready to travel by private ferry in case you don't get tickets
# An employee of the government may apply for advance for himself and/or his family members sixty-five days before the proposed date of the outward journey and must produce the tickets within ten days of making the advance application, irrespective of the date the journey will commence.
# Reimbursement under the LTC scheme does not cover incidental expenses and expenditure incurred on local journeys. Reimbursement for expenses of travel is allowed only on the basis of a point-to-point journey on a round-trip ticket over the shortest direct route.
# The time limit for submission of LTC claim is within three months of completion of return journey, if no advance is drawn. Within one month of the return journey, if an advance was drawn.
# Government employees entitled to travel by air are required to travel by Air India only in Economy Class at LTC-80 fare or less unless permitted to do so by any general or specific provision.
# Government employees not entitled to travel by air may travel by any airline. In such cases, reimbursement shall be limited to the fare of the entitled class of train/transport or actual expenses, whichever is less.
# In all cases whenever a government servant claims LTC by air, he/she is required to book the air tickets either directly through the airlines or through the approved travel agencies viz: M/s Balmer Lawrie & Co. Ltd, M/s Ashok Tours & Travels Ltd, IRCTC. Booking tickets through any other agency is not advisable.
# Travel on tour packages is not allowed, except in the case of tours conducted by Indian Tourism Development Corporation (ITDC), State Tourism Development Corporation (STDC) and Indian Railway Catering and Tourism Corporation (IRCTC). In such cases, only the fare component shall be reimbursable provided ITDC/STDC/IRCTC separately indicate the fare component and certify that the journey was actually performed by the Government servant and his family members for which he/she is claiming the Leave Travel Concession.
